< Back to Full TeamPamela Fisher, CEcD, is a nationally recognized economic development executive with over two decades of experience leading and supporting high-profile business recruitment, site selection, and expansion efforts. As vice president of business recruitment, Fisher brings a strong track record of guiding more than $7 billion in competitive capital investment projects by negotiating incentives and providing regulatory oversight, site readiness strategy, and permitting and infrastructure coordination. Throughout her career, Fisher has played a critical role in leading and supporting major advanced manufacturing business attraction and expansion projects, such as GE Aviation, Cummins, Inc. Honda Manufacturing of Indiana, Subaru of Indiana Automotive (SIA), Toyota Motor Manufacturing Indiana (TMMI), and Nestle. As the state’s regulatory expert, she led efforts to reduce risk for businesses by streamlining permitting and infrastructure coordination processes—reducing project timelines and creating a more predictable environment for business investment and site development. Prior to joining the Greenville ENC Alliance, Fisher held leadership roles in state government and launched a consulting firm specializing in economic development strategy, government affairs, and project management. She managed the $1.2 billion General Motors expansion in Fort Wayne, Indiana by negotiating incentives and leading a team of state and local officials to resolve complex site development and regulatory challenges. In addition, Fisher is a nationally recognized voice in advanced transportation technology and economic innovation. She served as Indiana’s project manager for two high-impact, federally funded demonstration initiatives: the FHWA-sponsored I-70 Truck Automation Corridor in partnership with DriveOhio, and a full-scale dynamic wireless power transfer (DWPT) pilot for electric vehicles, conducted in collaboration with Purdue University and the NSF-funded ASPIRE Engineering Research Center. Fisher is widely known for bringing together diverse teams—including academic researchers, industry partners, utility providers, and state and federal government leaders—to execute transformative economic development strategies. As a dynamic speaker, she has represented state agencies and universities as a subject matter expert at national, state, and regional conferences on economic development, regulatory innovation, and transportation technology. Fisher holds an MBA from Anderson University and professional certifications including Certified Economic Developer (CEcD), Project Management Professional (PMP), and Economic Development Finance Professional (EDFP). Originally from Indianapolis, Indiana, she is excited to contribute to eastern North Carolina’s continued growth and prosperity.
