The Greenville Eastern North Carolina (ENC) Alliance is excited to announce that David Horn has been promoted to vice president of operations and strategic partnerships for the economic development organization. Hired in August 2020, Horn previously served as the director of strategic partnerships.

“Like many small nonprofits and startups, our organization’s success depends on having passionate, mission-driven, and adaptable team members. Over the last five years, David has exemplified these characteristics and served whatever functions were required of him,” said Josh Lewis, president and CEO of the Greenville ENC Alliance. “This well-deserved promotion is another step toward recognizing the key role that David has played in guiding the organization to where it is today.”

In this new role, Horn will assist with guiding the administrative support for the board of directors and for board elections, as well as serving as staff support to the governance committee. In addition, he will manage the municipal grants program and oversee the organization’s information technology and system platform requirements.

“It’s an honor to have the opportunity to grow with the organization, and I give credit to a strong team and leadership for creating a thriving environment and producing results that make this possible. Looking back over the last five years, it’s rewarding to see our investor roster more than double, then see the transformation that has occurred as a result of this team using our resources to pave a path of prosperity for Greenville-Pitt County,” said Horn. “As we look ahead, I’m committed to supporting our operational effectiveness and the growth of our strategic partnerships.”

Under Horn’s leadership, the Alliance welcomed a record number of private sector investors that have pledged to support the organization’s FY 2024-2029 capital campaign. To date, 111 private sector supporters have pledged more than $4,800,000 over a five-year period to enhance economic development activities in Greenville-Pitt County.

“Our ability to deeply engage with investors and provide administrative support to a sizable and active board of directors is largely due to David’s efforts. He is a trusted community member who genuinely cares about our partners and employees, and he is always eager to help them succeed,” added Lewis.

With a passion for partnerships and community involvement, Horn worked alongside Pitt Community College to create and maintain Better Skills, Better Jobs, an award-winning career fair that is the largest of its kind in eastern North Carolina. Now in its fifth year, the career fair has grown to host more than 130 employers and educational resource vendors and 1,500 high school and adult job seekers annually.

In addition to leading committee efforts for Better Skills, Better Jobs, Horn works with a variety of stakeholders and partners to support community growth. He serves as co-chair of Grow Local, a workforce development initiative of the Greenville–Pitt County Chamber of Commerce. He also serves on multiple boards, including the Greenville-Pitt County Chamber of Commerce, Better Business Bureau of Eastern Carolinas, Downtown Greenville Partnership, and North Carolina Coastal Society of Human Resource Management, where he is also chair of the programs committee.
