North Carolina has once again been named America’s Top State for Business in the 2025 ranking published annually by CNBC. With strengths in economy, workforce, and business friendliness, North Carolina has reclaimed the top spot. It was named the Top State for Business in 2022 and 2023, yet came in second place in the 2024 rankings, missing out by just three points.
“As an organization and community, we are both a contributor to and beneficiary of the North Carolina economic system. Our team works hard to ensure we recruit and attract our share of jobs and investment in order to maintain a healthy local economy,” said Josh Lewis, president and CEO of the Greenville ENC Alliance.
Last year, North Carolina announced 218 business recruitment, expansion, and rural development projects that will create 16,956 new jobs and bring $15.2 billion of capital investment into the state. Of that, Greenville-Pitt County announced five projects, creating nearly 1,200 new jobs and bringing $730 million in new capital investment.
“Our success and the triumphs of other communities benefit North Carolina. Much of this work is dependent on the state’s ability to deliver quality programs and a competitive business environment,” added Lewis. “We are excited that our collective commitment to economic development is once again recognized as the best in the nation.”
The CNBC study measures all 50 states across 10 categories of competitiveness, for a total of 2,500 possible points. North Carolina racked up 1,614 points.
CNBC assigns a weight to each category based on how frequently states cite it as a selling point through the following totals:
